
Pennsylvania’s and PennDOT’s new hands-free law, known as Paul Miller’s Law, takes effect on June 5th, 2025, making it illegal to use a handheld device while driving. This includes texting, watching videos, scrolling on social media, and other reasons for holding your phone while driving.
This law was passed in honor of Paul Miller, Jr., a man who was tragically killed by a distracted driver in 2010. The law’s primary goal is to improve public safety by having drivers focus entirely on the road in front of them and thus reduce preventable crashes. Notably, drivers can use their phones to alert emergency responders under Paul Miller’s Law. Using hands-free technology allows drivers to safely stay connected, get directions, and listen to music while on the road.
Accident Statistics in Pennsylvania and How to Avoid Them
Distracted driving is the leading cause of car crashes in Pennsylvania, along with speeding, drunk/impaired driving, and poor weather conditions. According to the Pennsylvania Department of Transportation (PennDOT), there were 110,382 reportable traffic crashes in 2023. These crashes claimed the lives of 1,209 people and injured over 60,000. On an average day in Pennsylvania, 302 crashes are reported.
